Director, Program Development and Capture Management, Citizens Democracy Corps (CDC)

Directed and implemented the capture management and program development processes, developing and capturing new business opportunities with USAID and other donors and coordinating research and development for organizational products, services, and programs. Managed and directed entire process, from program design and proposal development to contract negotiation and implementation. Mobilized U.S. volunteers to support the transition to free market economies, primarily in the New Independent States and Central and Eastern Europe. CDC has supported and developed thousands of SMEs and NGOs; assisted in the growth of market economies and a variety of stabilizing, democratic institutions; and provided new market opportunities and jobs for the region’s companies and citizens. Project assignments included:
§ Program Development—Directed internal process and staff in creating new products and services to meet current and anticipated funding opportunities; refined and developed existing products to meet changing market conditions; and packaged products and services, including costing and budget analysis for multiple worldwide markets.
§ New Business Development—Implemented strategic and marketing plans to develop new business with USAID and other donors; negotiated all contracts and agreements with donors and funders; networked and developed strategic partnerships to achieve goals in strategic plan; and provided guidance on full life-cycle of USAID contracting, from concept and proposal to implementation, compliance, and reporting.
§ Organizational Development—Member of internal Leadership and Executive Teams; responsible to team members for recommendations and action to meet strategic goals and grow our business (efforts resulted in expansion of CDC program for first time outside the New Independent States).
